To access administrative features of Reports, the user must be assigned corresponding permissions in the Security Realm. This can be done by a user who has the BD Admin role. Proceed as follows:

To access security settings, navigate to Administration > Security > Security Realm.  
In the Users section, search for the User ID that needs to administer Reports and click the Edit link. 
The users Security page opens. Mark the checkboxes next to Report Administrators and Report Users groups. Then click Submit at the bottom of the page.   |
