Go to Administration > List Domains > User Access.

To assign skills to a user:

a. Select the appropriate user from the Users list.

b. Select Add from the upper-right corner of the Skills pane.

Search for the appropriate skill Get From Pool Assignment rule in the Search pane, and then add it for a user.
